President of Corporate and Government Affairs
David Arkless is Manpower Inc.'s President of Corporate and Government Affairs a position he attained December 2008. David joined Manpower Inc in 1992.
David is a world-renowned expert on labor market trends and has widespread experience of helping countries to develop their labor market strategies. He is responsible for Governmental and International Affairs and as such has been called to advise the Governments of China, Egypt, Mexico, Vietnam and the UAE, and various mega-cities like Shanghai. As well as being a regular advisor to the US Department of State, and various EU departments, David serves as both Board Member and Corporate Committee Member of CIETT, the international confederation of private employment agencies. In May 2010, David became Vice President of the China International Council for the Promotion of Multinational Corporations (CICPMC) in Beijing.
David also manages Manpower’s strategic relationships with high-profile organizations such as the World Economic Forum where is a founding member and Co-Chair of the WEF’s Global Agenda Council on the Skills Gap. He also supports partnerships with the European Policy Centre and the Clinton Global Initiative.
David has been a highly influential campaigner in the fight to end human trafficking and give refugees real hope for the future. He has also been at the forefront of Manpower’s involvement in ninemillion.org, a UN initiative to provide education to the nine million young refugees all over the world as well as our campaign to end human trafficking; Manpower Inc. was the first company to sign the Athens Ethical Principles, which declare a "zero tolerance" policy for working with any entity, which benefits in any way, from human trafficking.
David serves as an advisory board member of both the International Organization for Migration and the office of the United Nations High Commissioner for Refugees (UNHCR) and is also Special Envoy of the End Human Trafficking Now! movement. David also serves as a Board Member of Education For Employment, the pre-
eminent US based foundation which helps unemployed young people and the long-term unemployed in the Middle East and Africa. He is also a member of the Club of The Hague. In addition, he is a founder member of a new initiative – the Demand Abolition Advisory Council, based in the US.
David is a regular speaker at high profile events including the World Economic Forum Annual Meeting in Davos, the OECD, the United Nations, European Parliament, UK Parliament and House of Lords Select Committees, US Congressional and senate committees and at various internationally renowned business schools. David also leads Manpower’s involvement with the US Council on Competitiveness. He also provides regular expert appearances in national and global media such as the BBC, CNBC and CNN.
David received his Bachelor’s degree from the University of Durham, UK and has completed Executive programs at INSEAD, IMD and the San Jose College of Business.
